CONSULTING SERVICES FOR RURAL CONNECTIVITY IMPROVEMENT PROJECT (RCIP): PROJECT IMPLEMENTATION SUPPORT CONSULTANT (PISC) [Package No.: CS-01/RCIP/PMU/PISC].
The total road network of the country is about 300,000 kilometers and compared to that, rural roads constitute the major portion of the national network in Bangladesh. A huge number of rural roads of the country with wide geographical distribution obviously become very distinct challenges for proper management and operation. Sometimes, the country faces difficult situation due to occurrence of natural catastrophes like incessant rain, flood and cyclone. The Rural Connectivity Improvement Project (RCIP) builds on the experiences and successes of ADB-supported rural road programs in Nepal, India and Sri Lanka particularly on: (i) strengthening institutional capacity, (ii) designing rural roads to all-weather standards with safety features and made climate-resilient, and (iii) improving road maintenance.
Services
- Assist LGED in engineering surveys, develop standards and specifications for climate resilient design of various civil works components of rural roads; - Assist in preparation of engineer’s estimates, BOQ, bidding documents for procurement of goods and works; - Project administration and management activities including planning, scheduling, procuring works, goods and services, setting methodologies, and training LGED staff for sustainable operations and maintenance of improved infrastructure, as well as operating strict quality control; - Supervision of civil works of project roads and infrastructures including developing and implementing procedures for regular on-site checking, quality control, testing and monitoring of works execution and construction methods; - Monitoring and reporting of actual physical and financial progress compared with the work plans, taking prompt action to address problems arising, and maintaining the project implementation schedule; - Ensure compliances of road safety mitigations during design and construction of project roads; - Carry out project-specific Initial Environmental Examination (IEE), Environmental Impact Assessment (EIA) and preparation and implementation of Environmental Management Plan (EMP); - Carry out social impact assessment survey for development social mitigation plan; - Ensure compliances to the social and environmental safeguard requirements of the ADB (Safeguard Policy Statement - 2009) during Implementation of the project; - Implementation of the gender action plan in management of the project activities; - Prepare overall project management plan, annual work plan, including disbursement plan, and withdrawal applications to be submitted to ADB; - Undertaking necessary survey, evaluation of economic and financial investment of the project, development of economic profile and processing of the all tasks related to study of transport economics of the project; - Planning and implementation of training programs both local and overseas, developing training manuals, preparing training budget and training report; - Organizing workshops and on-the-job training for LGED Officials; - Submission of reports in accordance with Guidelines and Timeframe as set out in TOR.
