Abdul Monem Economic Zone (AMEZ) of the pioneer Economic Zone (EZ) projects in Bangladesh. The government has undertaking preparation of Detailed Area Plan (DAP) for Chittagong Metropolitan Master Plan (CMMP) on the basis of the Structure Plan and Urban Area Plan. Accordingly an area of about 1,30,000 acres (excluding restricted areas) has been considered for DAP preparation. A future 50,000 acres within the structure Plan boundary has been identified for survey and mapping only. But in reality, due to accommodation of the fast growing areas and growth centers outside City Corporation area, the surveyed area and planning area are extended up to 1,90,233 acres or 297 sq. mile (770 sq.km) and 1,70,702 acres or 267 sq. mile (691 sq.km) respectively. Out of the total surveyed area, 3801 acres are restricted area. The policy should represent the recommendations made in the Structure Plan as policies and Under Development Plan as guidelines.

The intersection at Kuril of Airport Road and Progati Sarani, in close proximity of a dual track mainline railway crossing on Progati Sarani, is already a congested junction. Rajdhani Unnayan Kartripakkha (RAJUK) is developing a new 300 ft wide link road to serve as access to its new township called Purbachal. The link road is planned to connect to the Progati Sarani / Airport Road in close proximity of this intersection. With the commissioning of this link road, Kuril intersection is likely to become unacceptable congested unless a planned arrangement of traffic segregation and railway separation is implemented. Narrative description of project:

The proposed flyover project has been taken up by Dhaka City Corporation under Build-Own-Operate-Transfer (BOOT) basis. The design is being carried out by the concessionaire. Dhaka City Corporation has appointed the consultants for review of the detailed design being developed by the concessionaire.

The flyover project comprises a main flyover having four-lane divided carriageway which extends about 3.4 km from Gulistan to Jatrabari in the capital city of Dhaka. There are a number of existing roads which connect the main road between Gulistan and Jatrabari. Access has been provided to the main flyover from/to many of these roads by means of one-way intermediate-lane (6m clear carriageway width) ramps. Thirteen such ramps have been planned. The ramps also have suspended spans. The total length of the main flyover and the ramps taken together is about 9 km.

1500 mm diameter reinforced concrete cast-in-situ pile foundation (drilled shaft) has been provided for main flyover and 1200 mm diameter piles for ramps. Reinforced concrete rectangular piers are used in main flyover and ramps. The superstructure for the main flyover has been planned as 3 to 4 span continuous pre-cast segmental post-tensioned structure (span range 24m to 38m). The pre-stressed concrete cast-in-situ 3 to 4 span continuous superstructures have proposed for the ramps.

Project Location: The project location is a section under the area of Dhaka South City Corporation. The flyover starts from Palasi, aligns along the roadway of the Zahir Raihan Sharani towards south-east direction, connecting Nawabpur road, DIT Avenue, Hatkhola road, Syedabad bus terminal, Autish-Dipankar road and Jatrabari intersection connecting Dhaka-Narayanganj road, Demra road, and ends of Dhania on Chittagong road.

Narrative description of project:

The Project Implementation Consultants (PIC) to assist the Roads and Highways Department (RHD) and Bangladesh Land Port Authority (BLPA)  to implement the Project with the following tasks:

Task 1.For LPA, prepare detailed design and provide procurement support for the project, covering (i) construction of transshipment shed, (ii) repaving and drainage system, and (iii) development of pilot warehouse in Banapole and Burimari land ports.

Task 2. For both RHD and BLPA, undertake construction supervision for the project, covering (i) about 70km of JCT (Joydevpur-Chandra-Tangail) road and the RHD Office Building (RHD), and (ii) Benapole and Burimari Land Ports (BLPA).

The objective of the construction supervision for RHD and BLPA includes:

(i)   Ensure high standards of quality assurance in the execution of work and completion of work within stipulated time limit;

(ii)   Comprehensive  supervision of project implementation activities carried out by the Contractor(s) to ensure complete  compliance  with the drawings, technical specifications and various stipulations contained in the Contract Documents; and

(iii)  Efficient construction supervision by personnel who are experienced in modern methods of construction supervision and contract management.

Task 3. For RHD, undertake a third-party maintenance quality checks for about 500km of selected roads under maintenance. The objective of the third-party quality check is to undertake quality check on the works carried out by the contractor, with regard to the technical, contractual and financial aspects of the project implementation. The consultant shall provide to the RHD, the GoB and the ADB, and assessment report on the quality of the completed maintenance works.

In order to improve the existing telecommunication services of Bangladesh, in terms of quantity as well as quality, thereby contributing to the development of the private sector and the country’s the following objectives of the project are:

 

To increase, in line with guidelines of Bangladesh’s International Long Distance Telecommunications Services (ILDTS) Policy 2007, the interconnection capacity of BTCL’s ANS (Access Network Services) network with different newly licensed ICX (Interconnection Exchange) Service providers.

 

BTCL’s ICX Network with different ANS (Fixed, Mobile and WLL) operators’ network and newly licensed IGW (International Gateway) service providers

 

–   To increase the capacity of International Gateway (IGW) Exchange(s)

–   To install/increase the capacity of Pol (Point of Inter-connections) in five major cities of the country

–   To install Optical Fiber Cable Network around the country and to rehabilitate existing terrestrial microwave links to improve the existing capacity & capability of BTCL’s network.

–   To install/increase the capacity of broadband network, including FTTB/ FTTH (Fiber to the Building Home) and xDSL/ADSL (Asynchronous Digital Subscriber Line) system, in major cities and their surrounding areas.

Detail scope of consulting services and scope of works divided in two components: (a) Engineering services (b) Details of other implementation services.

 

a. Engineering Services:

Details of engineering services are described below, and the time and job staggering of consultant manpower for engineering services shall have three (3) distinct phases:

Phase 1: Detail Design Phase

–     Field Survey: Review of previous studies including SAPROF and appraisal documents

–     Basic and Detail Design: Technical and financial feasibility study on other alternate methods and cost reduction by fulfilling desired quality of services

–     Plan optimum systems and network design as per current requirements of BTCL

–     Breakdown different project components in to practical tender components

–     Cost estimation for different component

–     Preparation of pre-qualification and tender documents including technical specifications, training programs, evaluation criteria draft contract templates and commercial documents  in collaboration with BTCL

–     Submission of soft copy and required number of hard copies (as indented by the project office of BTCL)

–     Attendance of pre-bid meetings

–     Reply to bid enquires

–     Corrections (if necessary) of tender documents as per results of pre-bid meeting (s) and/ or any change initiated by BTCL/consultant.

Phase 2: Evaluation and Contract Phase

Assist BTCL Evaluation teams for preparation of Evaluation Reports of different bids of tenderers including followings:

 

–     Assist BTCL in preparation of answers to subsequent queries

–     Assist: BTCL in ascertaining bidder(s) compliance to various clauses and sub-clauses of tender documents

–     Assist BTCL to ascertain  capabilities of different bidder(S) to turn-key completion of all  works related to the relevant tender

–     Assist BTCL to ascertain the exactness of the BOQ submitted by the bidder(s) relevant to tender

–     Prepare list(s) of “Responsive” bidders

–     Prepare comparative statement(s) of tender bids

–     Identify the “Successful Bidder” for different tenders

–     Assist to BTCL in contract negotiation with  successful bidder(s) and  preparation of relevant bill of quantities (BOQ) of the contracts

Phase 3: Installation/Construction Phase

Liaison Services:

–     The consultant shall assist BTCL in submission of various reports and feedbacks to JICA and provide necessary presentation(s), if required by JICA. The Consultant will also act as the liaison between BTCL and JICA and other Government Organizations relevant to the project.

–     The Consultant shall assist to BTCL to inform JICA of any change(s) in scope of work, project cost and implementation schedule due to unavoidable and unforeseeable reasons and the relevant countermeasures.

Co-ordination Services:

The consultant shall co-ordinate with the contractors to ensure that all designs, specifications and technical procedures of the project are fully in line with the scope. The consultants shall also co-ordinate with contractor(s) for solution(s) of any problem(s) faced during implementation of the project.

Narrative description of project:

 

Bangladesh Power Development Board signed a turnkey contract with North China International Power and Economic Trade Corporation (NCIP) for Rehabilitation of 60 MW Sikalbaha Power Station. The salient feature of the turnkey project was to rehabilitate the work of 60 MW Sikalbaha Steam Power Station, Chittagong.

 

Description of actual services provided in the assignment:

 

–    Miscellaneous rehabilitation works included the work of Silencer for boiler, exhaust muffler for turbine warm up system, FD fan sound attenuation, D.C. lub oil pump, mechanical workshop, corrosion protection, painting and diesel power station overhauling.

–    Circulating water intake pump house: This included the installation of bar screen, moving screen and spray water system.

–    Firefighting pump house: This included laying of 1000m firefighting pipe line and an installation of a fire fighting pump house.

–    Sampling system for water steam analysis: This included the installation of sampling rack for sampling of boiler & turbine water at different stages.

–    Water treatment plant: This included the installation of mix bed, acid pump, raw water pumps, etc.

–    Electrical rehabilitation work: This included installation of 132/33 KV, 41.5 MVA transformer, extension of 6.6 KV system and supply of cables, instrument for electric workshop.

–    Rehabilitation of instrumentation of control equipment: This included supply of different equipment for electrical and mechanical instruments, other auxiliary and general system of plant and supply & installations of Process Control Operation Management (PCOM).
