A)Design, development & implementation of ICT Learning Centers (ILC) Monitoring Dashboard for ILCs

  1. Monitor the 640 ILCs distributed all over the Bangladesh.
  2. The Monitoring Dashboard includes 640 ILCs on map indicating the current status, whether it is turned or not, active or inactive users count and other analytic solutions.
  3. Each ILC Server maintains an ‘Agent’ to mediate between ILC Server and Central Server. The Dashboard Installation Agent can be downloaded from web and installed in just a few steps.
  4. The ILC Dashboard Agent present in each ILC collects the data from the Active Directory, processes it and sends it to the central server according to a predefined time interval.
  5. Various analytic reports can be generated and printed based on different criteria set by the end users.
  6. Multiple user roles are present on the Monitoring Dashboard for easy maintenance.

Also, it serves as a common platform for the responsible technical personnel to address different issues to higher authorities.

  1. Repository of e-Learning Materials (ReLM) and applications installed on laptops

1.Develop an application for usage and maintenance of e-learning materials on the LAN server based on

software and e-Learning materials (6 subjects) delivered by NCTB (SD-13). Currently there are 150 contents in total which are also present in all ILC through ReLM.

  1. Develop an application for uploading and maintaining the new and existing e-learning contents. Content developers can upload their e-Contents through this we based application. After reviewing through the application the reviewer can accept the content which then be replicated to all the ILCs.
  2. Create a master copy (installation module) of repository application (software) and the repository content (collection of e-learning materials and other related documents such as curriculum guides) to installed and periodically updated on each ILC Server.
  3. Create a master copy (Disk image) of Windows -10 and individual user software applications (laptop) to be replicated on each laptop.

Provide operational instructions for teachers and students for using the e-learning materials repository in collaboration with NCTB (SD-13)

  1. Design, development and implementation of Helpdesk for ILC

A web based and mobile application for the IT personnel responsible for ILC.

Through this system the responsible person can respond to request, discuss an issue with others, and solve problems regarding ILCs remotely.

End-users can raise issue if there are any problems

found in any ILCs.

Also serves as a common platform for maintaining and troubleshooting ILCs.

Description:

In order to release Dhaka city from overwhelming traffic pressure, the Government of Bangladesh intended to improve the public transport system in Dhaka by constructing couple of additional metro lines in parallel to MRT Line-6. As a part of this intention, ADB approved the Project Preparatory Technical Assistance (PPTA) on Dhaka Metro Project in December, 2015 to assess the Revised Strategic Transport Plan (RSTP) and prepare a priority metro project for investment by ADB. The PPTA aimed to prepare pre-feasibility study of the priority line and define the scope for detailed design to be carried out under the proposed TA loan.

The PPTA for this component will be carried out in two phases i.e. in the first phase, the consultant will review the RSTP; and confirm the Line 5 South as a priority metro line; and in the second phase, the PPTA will prepare the pre-feasibility study for the selected Line 5 South, carry out the related surveys and studies and define the scope for the detailed design to be carried out under the proposed TA loan.

  1. Detailed design of civil works including base isolation retrofitting design, assessment, cost estimation; Pluming and water supply, electro-mechanical, fire safety management, centrally  air-conditioned and BEMS, provision of co-generation (if needed);
  2. Building assessment and as built design, retrofitting design of public buildings;
  3. Cost estimation, BOQ preparation, tender document preparation and tender evaluation assistance;
  4. Quality control including testing of materials, equipment installations and construction supervision;
  5. Facilitation of implementation of Environmental Management Plan (EMP) and Environmental Monitoring Plan (EMoP) using CASBEE of LEED;
  6. Assessment, design, retrofitting design of private buildings for Two Step Loan Component and support to construction supervision; and
  7. Technology transfer thought arranging local and overseas training, seminar, and workshop;
  8. Assist Technical Review Panel (TRP) (when required).

9.   The Consultant shall arrange the overseas training/exposure trip to get knowledge about updated technology (ex. base-isolated structure, Central air conditioning, BEMS using IT, Sound insulation system, CASBEE, fire safety design and management including fire command center, central air-conditioning design and installation, water supply, Air extraction system etc).

. Information and Communications Technology (ICT) monitoring

  1. Develop a website to display the shelters/roads/solar street lights/lightning protection systems that are being built nearest to the user based on the Upazila selection. Display summary of the shelters (Name, How to get there, picture, Capacity, Features, etc)
  2. Develop a database management system and put in place system analyst trained in the management of the system; the system should put in place edit trackers to fully capture edits made to submitted reports, draw attributes and analyze shelter-based and user-based statistics, as well as generate monthly reports for LGED PMU staff as well as the Chief Engineer.
  3. Develop a dashboard database monitoring systems accessible to assigned users in LGED and PMU office showing the progress of construction by packages including implementation of ESMP, district, and upazila..
  4. Develop a dashboard monitoring system in LGED HQ (coordinating with MDSP ICT Monitoring System) with one system (e.g computer) to be established in the Chief Engineer’s office and one system in LGED HQ (coordinating with MDSP ICT Monitoring System) with one system (e.g. computer) to be established in the Chief Engineer’s office and one system in the PMU office;
  5. Develop a database monitoring system in LGED HQ (coordinating with MDSP ICT Monitoring System) with one System in the PMU office;
  6. Solicit feedback on the proposed user interface and forms from LGED staff, including headquarters staffs and field level engineers and finalize based on feedback’
  7. Create customized forms for monitoring reports that closely replicate and supplement the paper-based system that LGED currently uses (already developed under MDSP)
  8. Build a custom, user-friendly, LGED branded interface based on the already developed ICT monitoring System under Multi-Purpose Disaster Shelter Project (MDSP) for ODK Collect with a login panel and launch the new application for download on Android. The app should be field level supervision engineers for the purposes of monitoring construction progress of infrastructure construction, maintenance as well as safeguard compliance (implementation of ESMP) under EMCRP;
