Duration: April, 2010-May, 2015 Management, design and supervision (mds) under adb, kfw & gtz assisted second urban governance and infrastructure improvement (sector) project



The primary objectives of the project is to promote sustainable human development, economic growth and poverty reduction by improving urban governance, developing urban infrastructure and services, enhancing municipal management and strengthening capacity to deliver municipal services (especially to the poor) in 47 target secondary towns of Bangladesh. The achieve this objectives the project will assist the selected Pourashavas to:

  4. Municipal Facilities: (a) Municipal/Super Market 4 nos., (b) Kitchen Market/Shed 23 nos., (c) Community Centre 3 nos., (d) Bus/Truck Terminal 4 nos., (e) Street Light 5,353 nos.
  5. Solid Waste Management: (a) Transfer Station 73 nos., (b) Dust Bin 146 nos., (c) Incinerator, (d) Sharp Disposal Tank, (e) Dumping Ground 4 nos.
  6. Slum Improvement: (a) Tube Well 924 nos., (b) Latrine 4,645 nos., (c) Drain 28,713m, (d) Footpath 59,133m, (e) Street Light 351 nos., (f) Dust Bin 191 nos.

The scope of works under MDS consultants’ services will include, but not limited to the following:


Activity related to Management Support

–   Assisting PMO and the PIUs on overall project management by setting up procedure for management and monitoring of the project program;

–   Assisting PMO and PIU in the preparation of annual work plan;

–   Assisting PMO in the preparation of sub-project agreement and subsidiary loan agreement; and

–   Preparing and submitting inception report and monthly, quarterly, annually and final progress report highlighting problems and prospects and future course of action and undertaking any other assignment by the Project Director.


Activity related to Design and Supervision

–   Conducting physical survey as well as initial baseline and socio-economic survey;

–   Identifying and prioritization of sub-projects;

–   Conducting technical, economic, social assessment of sub-project;

–   Ensuring environmental and social safeguards according to guideline of Government and ADB;

–   Preparing detail design and bid documents, tendering and evaluation of works;

–   Supervising and managing contractors;

–   Preparing and introducing O&M plans and providing training of implementation O&M sub-project;

–   Preparing contract document for procurement of goods for the use of PMO and PIU’s and assisting PMO in the process of tendering and evaluation;

–   Preparing environmental sub-projects following its selection guidelines prepared under the project;

–   Preparing topographic map and drainage master plan by engaging sub-contractors;

–   Conducting survey for water supply leak detection (sub-contracting) and preparing rehabilitation sub-project; and

–   Introducing classification of Pourashava road system for efficient maintenance and operation planning.
